You can actually hear the ABS brakes try to find traction to stop the car from the very moment the truck in front brakes, so he's not accelerating at all. The driver isn't trying to pass him, he's trying to avoid hitting the truck
 in the rear. As he doesn't know what's going on in front of the truck, that's the best option. Had he known, I'm sure he would have preferred to hit the truck in the back :).
